2007 China-Europe Sustainable Economy Forum

(Nov. 1st ¨C 2nd, 2007, Hangzhou, China)

    Chinese Premier Wen Jiabao said, ¡°China has not achieved the targets for energy conservation and pollution control in 2006¡±; he demanded that the governments at all levels must ¡°save energy, reduce pollution and change the current economic growth pattern¡±. To work vigorously on the development of a sustainable economy hence is an important step-up effort of China to build an energy-saving and environmentally friendly society.

    The European Union (EU) is world¡¯s largest group of developed countries, with most advanced environmental and energy-saving technologies and plays a leading role worldwide in the utilization of renewable energy resource. Nowadays, the EU environmental industry is encountering difficulties in further expansion, owing to the existence of a high cost in labor force and a nearly saturated market. However, China is now undergoing a high-speed economic growth and holds very large foreign exchange reserves which will definitely provide an ideal circumstance for European enterprises to export technologies, manufacture products and exploit terminal markets.

    Thus, with the purpose of facilitating the communication on the regulation and policy issues in sustainable economy and promoting bilateral cooperation on technology projects, Environmental and Resources Protection Committee of China's National People's Congress£¬Development Research Center of State Council, P.R.China, Europe-China Commercial Union, China Energy Conservation Investment Corporation (CECIC) and Hangzhou (Zhejiang Province) Municipal Government are jointly organizing the China-Europe Sustainable Economy Forum with the theme ¡°to build ecological city and to establish industrial estate of energy-saving and environmental protection¡±. This is a forum dedicated to exhibiting the business opportunities and the possible technology cooperation chances for enterprises from both Europe and China in the realm of energy saving, environmental protection and the practice in main fields of sustainable economy.

    The forum will be held from November 1st -2nd 2007 in Hang Zhou, China. During this forum, many discussion sessions will be organized to serve as a platform for leaders, scholars and experts from the EU countries and China to explore global trends and crucial issues of common interest to environment and energy. It aims to promote mutual understanding and technological cooperation among nations. The contents of the forum are as follows.

I. OBJECTIVES
  1. To demonstrate that the Chinese Government and people pay great attention and give all-out support to the development of sustainable economy, and the building of an energy-saving and environmental protection industry is a sincere wish and long-term pursuit of the nation. Both representatives from the EU and China will address the achievements have made in the practice of sustainable economy, the main function that governments have performed and effective actions and measures have taken etc. in every phase of operation which aims at providing the opportunity for sharing and learning from each other by presenting the past experiences and lessons gained in the execution of sustainable economy.
  2. To analyze the market prospect of EU and China and strive to achieve project cooperation in energy conservation, environmental protection and renewable energy resource etc. Efforts will be made to create an enabling environment for such cooperation and the pragmatic approach will be taken to facilitate effective dialogue between Chinese enterprises and European enterprises in technology, capitals and management experience.
  3. To reach primary intentions in building ecological city and establishing industrial estate of energy-saving and environmental protection; to generate the feasible reports.
  4. To initiate the inception of Sino-European bilateral economic communication and cooperation. Within the framework of the Europe-China Sustainable Economy Forum, more in-depth economic dialogue and mutually beneficial cooperation are expected to come out in the near future after the summit conference.
II. TOPICS
  1. The enforcement of policy and legislation;
  2. The prospects of developing energy saving and environmental protection industry in China; and the potential and existing bilateral co-operative opportunities;
  3. The R&D and utilization of renewable energy resource;
  4. The advice and strategic guidelines on building ecological city and in establishing industrial estate of energy-saving and environmental-friendly;

       Development Research Center of State Council, P.R.C., China Development Research Fund, Ministry of Commerce, China Energy Conversation Investment Corporation¡ªthe large-scaled state-owned enterprise directly under the State-owned Assets Supervision and Administration Commission of State Council(SASAC), and Several relevant departments of Chinese Government such as State Environmental Protection Administration and Environment and Resources Protection Commission under the NPC of China, etc, as well as the local governments of the sponsors;
